The NASA SEWP VI (Solutions for Enterprise-Wide Procurement) GWAC (Government-Wide Acquisition Contract) enables all Federal Agencies to acquire mission critical Information Technology, Communication and Audio Visual (ITC/AV) solutions and services via a suite of contracts encompassing a diversity of business sizes and offerings.

SEWP offers low prices and the fastest, easiest quoting and ordering procedures through pre-competed contracts. The SEWP acquisition process provides a Fair Opportunity per FAR Part 16.505(b).

SEWP Ordering Process

  1.  Customer or Contract Holder submits orders to SEWP Program via email (sewporders@sewp.nasa.gov) or via fax 301-286-0317.

  2. SEWP PMO enters the order into the system and assigns the order a case number.

  3.  If an RFQ number is provided with the order, the CLIN list provided by the Contract Holder during quoting is re-verified against the order total and assigned a SEWP Control Number (SCN).

  4.  After verification, the Contract Holder is notified that SEWP PMO has entered the order.

  5.  The Contract Holder acknowledges receipt of the order within one (1) business day.

For a detailed guide on the ordering process that includes Customer, SEWP PMO, and Contract holder actions as well as technical support and post delivery issue resolution, see the SEWP Ordering Guide PDF using the following link.

Fair Opportunity Clause

FAR 16.505(b) (1) provides that each contractor shall be given fair opportunity to be considered for each order exceeding $3,000 and issued under multiple award contracts. The FAR states that the method to obtain fair opportunity is at the discretion of the CO and that the CO must document the rationale for placement and price of each order. The SEWP online RFI/RFQ tool is the recommended method to assist in this activity and to augment the required decision documentation. The SEWP RFI/RFQ tool will automatically include the Contract Holders within a selected Group or based on a suggested source.
