Research and compare providers based on service level agreements (SLAs), uptime guarantees, and customer reviews. 

Once a provider is selected, the next step is to correctly architect systems for full resiliency. Designing systems that are fault-tolerant, redundant, and can automatically recover from potential failures. Using multiple availability zones or data centers, load balancers to distribute traffic across multiple instances, and implementing automated failover mechanisms. 

Ultimately, the key to minimizing downtime and ensuring availability in the cloud is planning and taking a proactive approach to system design and management.
